The development of an electric franchise agreement began in 2001 with the Alberta government electricity restructuring.

AUMA learned from its members that a crisis was building in Alberta municipalities, who were worried about future energy costs.

After the creation of a task force, a sample agreement or template was developed by AUMA. The agreement was a joint application with the wire service providers, ATCO Electric and UtiliCorp. The "sample" agreement was approved by AEUB in 2001.
